Attestation Committee

Attestation of specialists

Confirmation of the competence of auditors, experts and industry specialists, and recognition of the training organisations that prepare them. Records of attested persons are published in the EAACR register.

Subject of attestation

The competence of a person — and the quality of their training

The Attestation Committee works along two strands. The first is people: auditors, experts, assessors and industry specialists, whose competence is confirmed separately from the accreditation of the organisation that employs them.

The second is training organisations. The committee verifies that a training centre meets quality standards in training and professional services. On recognition the centre receives a certificate and its details are entered in the EAACR register.

The link between the two is direct: an attested specialist comes out of a recognised centre. Controlling people without controlling how they are trained produces results one generation of auditors late.

Training programmes

Fifteen courses across five standards

Each standard has three programmes for different purposes: for those who carry out external audits, for internal auditors, and for those implementing a system in their own organisation.

Procedure

How attestation is arranged

Four functions of the committee. The first two concern specialists, the third training centres, and the fourth makes the result public.

01
Criteria for training
The committee establishes what a specialist must know and be able to do: the scope of training, requirements for practical experience and the procedure for confirming competence in each field.
02
Attestation of specialists
Auditors, experts, assessors and industry specialists are attested under the Association's schemes. The result is not tied to an employer and stays with the person.
03
Recognition of training organisations
The committee verifies that a training centre meets quality standards in training and professional services. On recognition the centre receives a certificate and the right to deliver official programmes.
04
Entry in the register and oversight
Records of attested specialists and recognised centres are entered in the EAACR register. The committee monitors attestation outcomes and considers appeals.
Verification

The EAACR register

A global database of attested specialists and recognised training centres. Accredited certificates issued by certification bodies are checked there as well. The requirements for maintaining the register are based on ISO/IEC 17021-1.

Standardization
Training programmes rest on the standards developed by the Technical Committee — international schemes and the Association's own SSA standards.
Where attested specialists work
Accreditation
Certification bodies are accredited by EAAC, a separate legal entity. The competence of a body's personnel is confirmed by attestation but examined when the body itself is accredited.
