EAASS MLA

Multilateral Agreement on mutual recognition

Conformity assessment results obtained from one signatory are accepted by the others. The Agreement rests on the assessment of each body under the Association's procedures, within the requirements of ISO/IEC 17011.

What the EAASS MLA is

One assessment — accepted everywhere

Independent conformity assessment services provided by signatories to the Agreement are recognised within the EAASS MLA following expert review. Results issued by the accredited bodies of signatories are recognised by all signatories to the Association's Charter across the Eurasian region, and by interested parties beyond it.

The Association maintains a regional network of conformity assessment bodies — testing laboratories, inspection bodies, certification bodies, experts and other participants — approved by its Accreditation Committee.

The Agreement has a double purpose: to widen the circle of signatories and to bring accreditation practice in the region to a common form. The second is meaningless without the first: recognition works exactly to the extent that signatories assess alike.

Obligations

What a signatory undertakes

Three obligations, without which the Agreement remains a declaration. Each applies within the scope of recognition established for that signatory by assessment.

01
Recognition of equivalence
The signatory recognises assessments carried out by other signatories to the Agreement as equivalent to its own, within its own scope of recognition.
02
Acceptance of results
The signatory accepts the results of EAASS-accredited bodies on the same basis as the results of its own assessment. No repeat assessment of the same subject is required.
03
Promotion of acceptance
The signatory recommends and encourages users to accept results issued by bodies accredited by other signatories to the Agreement.

Structure
The Accreditation Committee, which approves conformity assessment bodies, is one of three standing committees. Alongside it work the Technical Committee, the Attestation Committee and the expert councils.
